A 5 page critique of the 1997 completely revised edition of this book on the Japanese criminal justice system. This paper discusses Bayley’s contentions that the low crime rate enjoyed by Japan is more related to a reflection of Japanese history and the traditions, morality, and culture which resulted over that history than it is to factors such as the economy or the types of punishment which are imposed. Emphasizes that Japan has clearly imposed societal expectations, expectations which are both shaped and reinforced by societal institutions, as to how its citizens are to interact.
