Starting with nineteenth century 'common schools' that did not separate children by age, through the introduction of graded schools in the mid-1800s which resulted in 'ungraded classrooms' for non-achieving students, the writer covers the twentieth century equivalent of these separate but unequal classes in 'special education' arrangements.for students not matching the lockstep of an age-graded system.
