Do Work Release Programs Help to Reduce Recidivism?

A 21 page paper presenting a study of whether work release programs are effective in preventing subsequent incarceration for new crimes. Work release programs have been in use for nearly a century, but they are seen as being too difficult to administer and some claim they take jobs from the areas surrounding the prisons using work release. As the primary difficulty that a newly-released former inmate faces is that of finding a job, however, the benefits of real job experience and the existence of an inmate savings account are attractive. Difficulty in finding employment is cited as a primary contributor to recidivism, and it would seem that work release programs should reduce that pressure. Only a few states track recidivism rates at all, and most studies report mixed results as does this one. The study concludes that even though work release does not eliminate recidivism and the cost of maintaining an inmate is comparable to that of maintaining him in prison, the program is beneficial if only for other experiences gained through it.
