Demographically, the county and city have been changing over the last several years. The school population has increased by about 36 percent in the last few years and Hispanics make up the greatest increase in the minority population. Forty percent of all students in Clark County are below the poverty level. Some of the risk factors identified and discussed are poverty, lack of English fluency, huge growth in the population, shrinking budgets, different family structures and juvenile crime rate.
